Obtaining a Learner Licence in Punjab
Where to Apply
- College-going students may contact their respective Principal's office to initiate the application.
- Alternatively, you can visit the nearest Suwidha Centre or the local Licensing Authority (Sub Divisional Magistrate or DTO).
Eligibility Standards
- Ages 16 to 18: Eligible for motor cycles without gear (up to 50cc) only, provided they have parent or guardian consent.
- Ages 18 and Above: Eligible for standard motor cycles with gears and Light Motor Vehicles (Cars).
- Ages 20 and Above: Eligible for transport vehicles (Taxis, Buses, Trucks, etc.) if they have completed at least the 8th standard (middle school).
- Commercial Upgrade: To apply for heavy or medium goods/passenger vehicle permits, one must already hold a valid LMV license for a minimum of one year.
Mandatory Physical Appearance
Applicants must personally present themselves before the Licensing Authority. The process involves a preliminary test and the capturing of digital biometric data.
Required Documentation
- Processing fee of Rs. 30/- per vehicle category.
- Completed Form 1, Form 1A, and Form 2.
- Three recent passport-sized photos.
- Attested proof of age and residence (Birth Certificate, Passport, Election ID, Electricity/Phone bills, etc.).
Permit Validity
A Learner’s Licence is valid for 6 months and is recognized across all states in India.
Applying for a Permanent Driving License
Legal Requirement
Under the MV Act 1988, no individual is permitted to drive a motor vehicle in public unless it is registered and the driver holds a valid permit.
General Procedure
- Applications must be submitted using Form 2.
- Include medical declarations via Form 1 or Form 1A.
- A fee of Rs. 30/- is applicable for each vehicle class.
- For heavy vehicle applications, the existing LMV license must be produced.
The Competence Test
All candidates must pass a physical driving test conducted by the RTO on a vehicle of the same category as the application.
License Validity Periods
- Transport Vehicles: Valid for 3 years (Hazardous goods permits are valid for 1 year).
- Non-Transport Vehicles: Valid for 20 years or until the holder reaches age 50 (whichever comes first), followed by 5-year renewal intervals.
Registering a New Vehicle
Mandatory Protocols
It is legally mandatory to register a vehicle with the authority before it can be driven on public roads. This requires a physical inspection of the vehicle by the authority.
Submission Checklist
- Form 20 (Application for Registration).
- Sale Certificate (Form 21) and Road Worthiness Certificate (Form 22) from the dealer/manufacturer.
- Valid insurance policy or cover note.
- Proof of address and applicable road tax.
- Dealer or manufacturer invoice.
Registration Lifespan
- Private Vehicles: Initial registration is valid for 15 years.
- Transport Vehicles: Registration is valid for 2 years, with annual fitness certifications required thereafter.

Regulatory Authority
In Punjab, the Transport Department is led by the State Transport Commissioner. The state is divided into four primary regions, each governed by a Regional Transport Authority constituted under Section 68 of the Motor Vehicles Act, 1988.
