Learner's Licence Basics
Mandatory Requirement for Motorists
- It is illegal to operate any motor vehicle on public roads without possessing an active and appropriate driving permit. Furthermore, handling commercial or transport vehicles demands a specific authorization on your license, barring certain personal-use rental exceptions as per Section 75(2).
Age Eligibility and Restrictions
- As a general rule, you must be at least 18 years of age to drive a standard motor vehicle in public spaces.
- There is an exception for gearless motorcycles (with an engine capacity of 50 cc or less). These can be operated by individuals who have reached 16 years of age, provided they secure an official declaration from a parent or legal guardian.
- For heavy or transport vehicles, the minimum age requirement is strictly set at 20 years.
- The RTO will not issue any learning or permanent permit unless the applicant fully satisfies the age criteria for that specific vehicle class.
Applying for a Permanent Licence
Follow these essential steps:
- Book a testing slot for your driving competence exam. You can do this through the online portal or by visiting your local RTO branch directly.
- Submit your request using Form 4, ensuring you attach your currently active Learner's Licence for the matching vehicle type.
- You only become eligible to take the final driving test after holding your Learner’s Licence for a minimum duration of 30 days.
- The competence evaluation will be overseen by an authorized testing officer.
- You are required to arrive at the test site with a vehicle that matches the license category you applied for.
- During the exam, you must demonstrate strong vehicle control and successfully execute the driving maneuvers mandated under Rule-15(2) of the CMVR.
- Once you pass the evaluation, your official driving license will be generated and dispatched via speed post to your registered address.
- Ensure all required government fees and operational user charges are cleared.
Driving License Renewal Guidelines
You can initiate the renewal process up to one month before your current license expires. Please note that if you wait more than five years after the expiration date to renew, your application will be treated as entirely new, and you will have to undergo the complete testing process again.
If you submit the renewal request either prior to the expiration or within a 30-day grace period afterward, the renewed validity will begin exactly from the original expiry date. However, applications filed after this 30-day window will only become active from the date the RTO receives your forms. A late penalty fee of Rs. 30/- applies in these delayed cases.

- A properly filled Form No.9.

Obtaining a Duplicate License
When is a Duplicate Issued?
The authorities will grant a replacement license under the following scenarios:
- If your original physical card is completely lost or has been destroyed.
- If the card is torn, heavily defaced, or the written details have faded completely.
- If the attached photograph is no longer recognizable and needs an update.
Required Paperwork for Duplicates
- Your application detailed in Form - LLD.
- The damaged or illegible original license card, if you still have it in your possession.
- Attested copies of your driving license (highly recommended to submit if your original is lost).
- Applicable duplicate printing fees and user charges.
Adding a New Vehicle Class
Expanding Your Driving Privileges
If you already possess a license for one category (like a two-wheeler), you can request an upgrade to include a new class, such as a Light Motor Vehicle (car), at any point.
Required Paperwork for Addition
- Your current, unexpired Driving Licence.
- An active Learner's Licence obtained for the specific new vehicle category.
- A completed application utilizing Form No.8.
- Form No.1 (Standard self-declaration of fitness for non-commercial driving).
- Form No. 1A (Formal Medical Certificate if upgrading to commercial transport).
- The necessary endorsement fees and administrative charges.
International Driving Permit (IDP)
Securing an IDP
An International Driving Permit can be granted to Indian residents who hold a valid domestic license. To request one, you must submit Form IDP (or a formal written request) to the RTO handling your residential jurisdiction. You must explicitly list the foreign countries you plan to travel to and your anticipated length of stay.
Required Paperwork for an IDP
- Your original, valid Indian driving license along with photocopies.
- Photocopies of your active Passport, necessary Visas, and booked airline tickets to confirm your travel.
- The mandated IDP fees and associated processing charges.
