1. Obtaining a New Driving License

Before you can hold a permanent driving license, you must first successfully apply for and receive a learning license.

Application & Forms

You must submit your application using Form No.2/4 (which covers both learning and permanent licenses). Additionally, a Medical Certificate formatted as Form No.1 (A) must accompany your application. For online bookings and transport vehicle specific details, the official portal is parivahan.gov.in.

Age & Eligibility Rules

  • 16 Years Old: Eligible only for gearless 2-wheelers.
  • 18 Years Old: Eligible for geared 2-wheelers, tractors, motor-cars, and standard non-transport vehicles.
  • 20 Years Old: Eligible for commercial transport vehicles. Condition: The applicant must have cleared the 8th standard and possess at least 1 year of prior experience driving a Light Motor Vehicle (LMV).

Required Paperwork

  • Age Proof Options: Birth Certificate, PAN Card, Passport, School Leaving Certificate, LIC Policy, or an authorized doctor's certificate (Civil Surgeon).
  • Address Proof Options: Voter ID, Passport, Light/Telephone Bill, House Tax receipt (with address), Govt Pay Slip, LIC Policy, or a legal affidavit.

Fee Structure

Fees for both stages are collected simultaneously:

  • Learning Stage: Rs.30 per vehicle category + Rs.25 for the test.
  • Permanent Stage: Rs.50 per vehicle category + Rs.200 for the physical Smart Card.

The Examination Process

To qualify for the learner's permit, candidates must clear a computerized knowledge test focusing on traffic signs and road safety regulations.

  • The system will present 15 randomized questions.
  • You are given exactly 48 seconds to lock in each answer.
  • A minimum of 11 correct answers is required to pass.
  • If unsuccessful, you may attempt a re-test after a gap of 24 hours.
Individuals seeking to add a new vehicle category to an already existing learning or driving license are exempt from retaking this computer test.

2. Adding a New Category to an Existing License

Adding a Two-Wheeler

Submit Form-8 alongside your current driving license. A new learning license must be issued, but the computer exam is waived. You must wait 30 days after getting this learner's permit before taking the practical driving test.
Costs: Rs.50 (DL fee) + Rs.50 (Test fee) + Rs.200 (Smart Card).

Adding a Transport Vehicle (to LMV)

Using Form No.8, attach your existing license. You must be 20+ years of age, 8th pass, and have 1 year of LMV driving history. You are required to submit a recognized Motor Driving School certificate (Form No.5).
Costs: Rs.50 (DL fee) + Rs.50 (per category test fee) + Rs.200 (Smart Card).

Transport Vehicle Authorization/Badge

Apply via Form T.V.A. The same age (20+) and experience (1 year LMV) rules apply. You need a training certificate (Form No.5) from an authorized Motor Driving School and a background check (Good Conduct Certificate) from your local Police Station.
Fee: Rs.50 per category.

Hazardous Goods Endorsement

Submit a plain paper application detailing your particulars, accompanied by a 3-day training certificate from a Central or State Govt-approved facility. This endorsement costs Rs.50 and remains valid for a period of one year.

3. License Renewal Rules

Your license expires on the printed date, though the RTO provides a grace period of 30 days. Submit Form-9 with your original license. If you renew within 5 years of the expiration date, you skip the driving test (validity begins from the renewal date).

  • Medical Requirement: Form-1-A is mandatory if you are renewing a transport license or if you are over 50 years of age.
  • Standard Fees: Rs.50 + Rs.200 for the Smart Card if applied within the valid period.
  • Late Penalties: An additional fee of Rs.50 is charged for every year of delay.
  • Out-of-State: If your original license belongs to another state or RTO, you must provide a No Objection Certificate (NOC) from them.

4. Duplicates and Detail Updates

Obtaining a Duplicate License

Submit Form L.L.D. with your original license details and a Rs.200 fee. If you have forgotten your actual Smart Card number, you can request it by submitting a plain paper application with your DOB, name, and address, along with a Rs.25 fee to retrieve it.

Address or Name Change

Write an application on plain paper requesting the specific details to be changed. The fee is Rs.200 for the new Smart Card. An NOC from your original licensing authority is required to be attached.

5. International Driving Permit (IDP)

To drive abroad, Indian citizens must appear at the RTO in person. Apply using Form 4 (A) and attach a medical certificate (Form - 1 (A)). You must also provide copies of your passport, visa, current driving license, and 3 passport-size photographs.

The permit fee is Rs.500 and is issued for a period of one year or until your domestic license expires (whichever is earlier).

Important Rule: International permits cannot be renewed upon expiry, nor can duplicate IDPs be issued if lost.

6. License Delivery Methods

  • Learner's License: Handed to the applicant directly in person on the same day after passing the knowledge test.
  • Permanent Driving License: Dispatched via Speed Post to the address mentioned in the application.
  • International Permit: Delivered to the applicant in person.
