1. How to Obtain Learner Licence

What is a Learner Licence?
This is a temporary licence valid only up to 6 months. It is issued to learn driving of motor vehicles and is effective throughout India.

Eligibility Rules

  • Age greater than 16 years but are less than 18 years are eligible for a Licence to drive only a motor cycle up to 50cc engine capacity i.e. motor cycle without gear. For this, they require the consent of their parents / guardians.
  • Age greater than 18 years are eligible to obtain Licence for a motor cycle equipped with gears and also for a Light Motor Vehicle [Motor Car].
  • Age greater than 20 years of age are eligible to obtain a Licence to drive a transport vehicle (taxi, auto rickshaw, bus, truck) but they must have passed middle standard examination i.e. 8th standard.
  • No person shall be granted a Learner’s Licence to drive a medium or heavy goods vehicle or passenger vehicle unless he has held a driving Licence valid for a light motor vehicle (LMV) for at least one year.

Physical Presence & Test

  • It is mandatory to present yourself in front of Licensing Authority.
  • Licensing authority will conduct the test of the applicant and passed candidates are allowed to obtain the Learner Licence. Here digital data for the applicant is captured.

Procedure

  • Gather all necessary documents you will need to submit or present when you apply.
  • Complete the application form and submit it together with all required documents.
  • Pay the fee.
  • After verification of your documents, a colour blindness inspection is carried out and you will go through a learner’s test. You will receive your learner's licence once you pass the test.

  • Proof of Residence
  • Proof of age
  • One recent passport sized photograph (In computerized offices, ONE is enough. For non-computerized, you may need three copies).
  • Medical Certificate: For applicants above the age of 50 years shall submit CMV Form - 1A issued by a registered medical practitioner.
  • Completed application form

2. How to Obtain Driving License

One becomes eligible for a permanent licence after the expiry of one month from the date of issue of the learner's licence.

Age limits for driving motor vehicles

  • No person under the age of eighteen years shall drive a motor vehicle in any public place.
  • Provided that a motor cycle with engine capacity not exceeding 50 cc can be driven in a public place by a person after attaining the age of sixteen years.
  • No person under the age of 20 yrs. shall drive a transport vehicle in any public place.

Procedure & Documents

  • Learner’s license of the applicant.
  • Application Form No. 4 which must be filled. (For commercial license, fill application form no. 5).
  • Recent passport size photograph.
  • Proof of Age and Proof of address (attested copies).
  • Original certificates are also required with photocopies of documents.
  • Fees as prescribed to apply for driving license in West Bengal.

Fee Structure

  • For three categories – Rs. 440/-
  • For license in two categories – Rs. 360/- is required to be submitted.
  • For license in one category — Rs. 280/- is needed to be submitted with application form.
  • Extra fee may be paid for the photographed license at the time of applying.

Driving Test & Validity

Every applicant shall have to pass driving test/ physical competence test to be conducted by licensing authority on a vehicle of the type he has applied for.

  • Licence to drive a transport vehicle is effective for a period of three years from the date of its issue.
  • An authorization to drive a transport vehicle carrying goods of dangerous or Hazardous nature is effective for one year and renewal thereof is subject to undergoing a one day refresher course.
  • A Licence to drive a non-transport vehicle shall be effective for a period of 20 yrs. from the date of issue or renewal, or until the holder attains the age of 50 yrs. (whichever is earlier). After that, the Licence is renewable for 5 yrs.

3. Renewal & Duplicate Driving License

Instructions

  • You have to approach your Local Transport Zonal Office during public dealing hours.
  • An application for renewal shall be made not more than one month before the date of expiry of the licence.
  • If the application is late for more than five years after the date of expiry of the licence, the applicant should undergo all the formalities to obtain a fresh licence.
  • You require a medical certificate if you have a commercial licence and also in case the applicant is more than 50 years of age.

Procedure & Required Documents

For the renewal of a Driving License, one has to apply to the Licensing Authority, submit all required documents and forms, and pay the prescribed fee.

  • Application in Form 9.
  • Permanent Driving License.
  • Medical Certificate in Form - 1A.
  • Three copies of passport photographs.
  • Fees as specified in rule-81.

4. Process to Register Vehicle

Procedure for Registration of New Vehicle

  • The registration procedure includes the physical inspection of the vehicle to be registered by the Inspecting Authority at the motor vehicles office for its technical details.
  • Thereafter, the Registering Authority will satisfy himself regarding the set of documents submitted for registration and thereafter shall issue a registration number for that motor vehicle.

Documents required for Registration

  • Form 20 duly filled up.
  • Form 21 (Sale certificate) issued by the vehicle dealer.
  • Form 22 (Road worthiness certificate) issued by the manufacturer.
  • Valid vehicle insurance policy/cover note.
  • Copy of address proof of the owner (along with the original).
  • Form 34 duly signed by owner and the financier in case vehicle is bought on Hypothecation.
  • Proof of Garage Address (for Transport vehicles only).
  • Temporary Registration & related documents, if any.
  • Offer Letter (for Transport vehicles only).
